 History of DCA | The Department of Civil Aviation (DCA) is a Department under the Ministry of Communications and Transport. It was first established by Federal Act 10 of 1954 as a Directorate. The Federal Act enabled effect to be given to the International Convention on Civil Aviation and made provision for the control, regulation and orderly development of aviation within the former Federation of Rhodesia and Nyasaland And later for the Protectorate of Northern Rhodesia and on1st December 1963 within the Republic of Zambia.

The following draft Statutory Instrument herewith called the Zambia Civil Aviation Requirement (ZCARs) concerning Air Operator Certification , Flight Crew Licensing, Rules of the Air and Air Navigation are in the process of being promulgated by the Department of Ccivil Aviation. The Department has since submitted a layman's draft Statutory Instrument which is presently being processed by Ministry of Justice.
